A Stage Three Civilization maximizes the benefits and minimizes the liabilities of a Stage One Civilization, in which Nature is the dominate factor influencing existence and a Stage Two Civilization, in which Technology is the dominate factor influencing existence. A Stage Three Civilization is characterized by a world without
